Clay Franklin
Chief Executive Officer and Plan President
Clay Franklin serves as Oklahoma Complete Health's Plan President and Chief Executive Officer, providing executive leadership as we expand access to high-quality healthcare for Oklahomans. Prior to this role, Mr. Franklin served as the Market CEO of AllianceHealth of Oklahoma, and CEO of AllianceHealth Midwest from 2017 to 2020, where he managed multiple independent hospitals to achieve clinical excellence and establish a culture of service. Mr. Franklin is a graduate of the University of Oklahoma, where he earned his Bachelors in Arts and a Masters in Healthcare Administration before beginning his healthcare career as an Administrative Resident at OU Medical Center.
Christopher Cameron
Chief Operating Officer
Chris Cameron is a seasoned executive leader with thirty years of health plan experience. Serving as the Chief Operating Officer for Oklahoma Complete Health, he oversees all aspects of the Marketplace, Medicare and Medicaid managed care plan operations. Chris previously served as the COO for Western Sky Community Care from 2018-2021 where he led the stand-up of a new Medicaid health plan serving 71,000 Medicaid and Medicare Advantage beneficiaries. Chris also spent 18 years with Health Net holding a number of executive positions of increasing responsibility in one of the nation’s largest publicly traded, for-profit health plans. Chris is a graduate of the University of Pennsylvania where he earned his Masters of Business Administration and Bachelors of Arts.
Dr. Lynn Mitchell
Chief Medical Officer
Dr. Mitchell serves as the Chief Medical Officer overseeing the plan’s medical strategy, clinical direction of healthcare services and quality improvements to ensure high-quality health outcomes for Oklahoma Complete Health members. Dr. Mitchell previously held the positions of OU Physicians Chief Medical Officer, Chief Wellness Officer and Associate Dean for Clinical Practice at the University of Oklahoma College of Medicine. She served as the Chief Medical Officer and Deputy Commissioner for Prevention and Preparedness Services at the Oklahoma State Department of Health, Oklahoma State Medicaid Director from 2000 to 2010 and the Medical Director for the Oklahoma Health Care Authority from 1995 to 2000.
Darnell Burgess
Chief Compliance and Privacy Officer
Darnell Burgess currently serves as the Oklahoma Complete Health Chief Compliance and Privacy Officer. He is a highly respected, knowledgeable and collaborative healthcare compliance executive with 20 years of managed healthcare experience. Prior to this role, he spend 15 years at Kaiser Permanente serving in multiple compliance and operations positions where he developed and managed several compliance programs. Darnell also spent 5 years at United Health and it’s subsidiaries. Darnell has earned a Juris Doctorate, Masters in Health Administration, a Bachelor’s in Computer Information Systems and is a Project Management Professional with several certification in Healthcare Compliance.
Dr. Keisia Sobers-Butler, DNP, MSN, BSN, BSBA, RN
Vice President of Population Health and Clinical Operations
Dr. Keisia Sobers-Butler is the Vice President of Population Health and Clinical Operations for Oklahoma Complete Health. Keisia leads the clinical team toward fulfilling its mission and vision: transforming the health of the community, one person at a time. Keisia joined Oklahoma Complete Health in July 2021, previously leading the Clinical Operations Teams for Texas Medicaid (STAR, STAR Kids, CHIP, AA-PCA) Managed Care Health Systems in Houston and Corpus Christi responsible for >220K lives. Keisia has almost two decades of health care experience in Managed Care as a Clinical Leader, Critical Care Nurse, Care Coordinator, Parent of a child with special needs, and Advocate. Keisia is a Certified Person-Centered Thinking Trainer, Case Manager, and Managed Care Registered Nurse. Her Education includes a Doctor of Nursing Practice in Executive Leadership, Master of Nursing in Nursing Education, and Bachelors of Science in Business Administration, and Nursing. Previously, Keisia served on the Advisory Board for the Texas Council on Consumer Direction, Policy Council for Children and Families (PCCF), and Co-Chairperson for Person-Centered Practices-Outward Facing Division. Keisia was instrumental in the development of the PCCF Disaster Continuity of Member Care Emergency Response recommendations during COVID-19 submitted to the Texas Health and Human Services 77th Legislative Session. She is a mother, wife, friend, educator, and change agent who is committed to ensuring a proactive experience for patients and providers. Keisia believes her personal and professional experiences afford her the opportunity to advocate that patients receive “better plans, not just better paper. ”
Holly Conk, RN
Vice President, Quality Improvement
is a seasoned Registered Nurse with more than fifteen years’ experience leading health plans in achieving quality excellence. Holly is currently serving as Vice President, Quality Improvement for Oklahoma Complete Health where she oversees all aspect of Marketplace, Medicare, and Medicaid quality operations. Holly previously held quality leadership roles with other health plans and third party quality vendors where she has a proven track record of leading transformation through all aspects of quality. Holly is a graduate of Ameritech College of Nursing where she earned her Bachelors of Science in Nursing.
