Oklahoma Complete Health provides your SoonerSelect Children’s Specialty Program coverage, plus more. In this section, you can learn about the health benefits, pharmacy services and value added services Oklahoma Complete Health offers.

All services must be medically necessary. Your Primary Care Physician (PCP) will work with you to make sure you get the services you need. These services must be delivered by your PCP or by another provider that your PCP refers you to.

Some services may:

  • Have copays.
  • Have coverage limits.
  • Need a doctor’s order.
  • Need prior approval.

*Some Children’s Specialty Program members may not have all the benefits listed.

Some exclusions apply: CSP enrollees under 21 years of age are exempt from copays along with Pregnant youth and AI/AN enrollees.

We contract directly with providers in your community and throughout Oklahoma to provide behavioral health services.

We understand children in the child welfare and juvenile justice systems have special or complex medical needs. Oklahoma Complete Health offers care management services to help with these needs. All children are assigned to a care manager.  If your child has special needs or a disability, a care manager may be able to help. Our care managers are registered nurses or social workers. They can help you understand your child’s needs and help coordinate care with your child’s doctors.

They also help coordinate transitions of care in circumstances affecting your care plan, for example, when benefits end, transitions from pediatric to adult care, moving from a different level of care, discharging home or when coverage terminates.

Oklahoma Complete Health is proud to work with SafeLink Wireless to offer you this special, federal program. As a member of our plan, you get all the benefits of a SafeLink phone, plus unlimited inbound text messages and calls to Oklahoma Complete Health Member Services. There is no added cost for these extras. Some limitations may apply.

How to Enroll:

  • If you already have a SafeLink phone, call 1-877-631-2550 so you can begin receiving the additional SafeLink benefits.
  • Visit SafeLink's website to apply online. This is an external link that will take you outside the Oklahoma Complete Health website.
  • Call SafeLink at 1-877-631-2550 to apply over the phone.

As an Oklahoma Complete Health member, you can choose who you see for your health care needs from our network of doctors and providers. We have many for you to choose from. View our online provider directory for a list of our providers. If you need help choosing a doctor, call Member Services at 1-833-752-1665 (TTY: 711).

Oklahoma Complete Health has several programs to improve the health of our members with chronic conditions. We know this means more than just helping your child to see a doctor. It means helping you and your child understand and manage your child’s health conditions. We do this through our disease management programs. Members are provided education and personal help from Oklahoma Complete Health staff. The goal of this service is to add to the quality of your child’s care and help you and your child to improve your child’s health.

  • HIV/AIDS
  • Substance Abuse Disorder

All our programs are geared toward helping you understand and actively manage your child’s health. We are here to help you and your child with things like:

  • How to take medicines
  • What screening tests to get
  • When to call your child’s doctor
  • When to go to the Emergency Room

We will help you get the things your child needs. We will provide tools to help you and your child learn and take control of your child’s condition. For more information, call Member Services and ask to speak with a case manager.

Interpreter services are provided free of charge to you during any service or grievance process. This includes American Sign Language and real-time oral interpretation by certified medical interpreters. Our interpreters have demonstrated proficiency in writing and understanding both written English and at least one other written non-English language.

If you need something translated into a language other than English, please call Oklahoma Complete Health at 1-833-752-1665 (TTY: 711). We can also provide things in other formats such as Braille, CD or large print.

If you need an interpreter for your medical appointment, contact Oklahoma Complete Health before your appointment. We will arrange for an interpreter to be at your appointment.

Start Smart for Your Baby (Start Smart) is our special program for women who are pregnant or for those moms who just had a baby. 

We want to help you take care of yourself and your baby every step of the way. If you are pregnant, please let us know by completing a Notification of Pregnancy form. After completing this form you will be enrolled in Start Smart. You will receive information in the mail and over the phone.

  • We offer Start Smart members benefits including: 
  • Unlimited 24/7 access to virtual doulas and enhanced lactation support from pregnancy to 12 months postpartum. 
  • A hospital-grade breast pump to support breastfeeding (1 per pregnancy) 
  • Community baby showers where members can receive a gift and safe sleep education 
  • Pre-scheduled transportation to milestone appointments for members in Care Management with high-risk pregnancies. 
  • Prenatal education and parenting classes when referred by Care Manager  

In addition, we cover the following expanded Non-Emergency Medical Transportation needs:

  • Five roundtrips per Enrollee per year for social outings and visits with biological family
  • Five roundtrips per Enrollee per year to support SDOH needs (e.g., food resources, WIC, childcare, job interviews, education, and support groups) 
  • Transportation for biological parents to attend medical appointments in support of reunification as requested by Oklahoma Human Services 
  • Transportation for youth and a caregiver to attend Office of Juvenile Affairs appointment

Oklahoma Complete Health may cover, when medically necessary, Services or Settings that are not covered under Oklahoma SoonerCare.

Value Added Services

Oklahoma Complete Health offers health insurance plans with Value-Added Services that suit the needs of families and individuals in our service areas in Oklahoma. View Oklahoma Complete Health's Children’s Specialty Program Value-Added Services below.

Oklahoma Complete Health will provide the benefits listed below for members with asthma:

  • Home visits to assess the home for environmental triggers
  • In-home asthma management education and tobacco cessation resources
  • Care grants up t0 $250  to reduce asthma triggers (e.g., hypoallergenic bedding, pest control, carpet cleaning, cleaners low in volatile organic compounds, etc.)
  • Additional nebulizer for members ages 0-18

Oklahoma Complete Health will send Members ages 14-25 a $10 gift card to acknowledge their birthday.

Oklahoma Complete Health will assist members in developing social and leadership skills and increase participation in physical activity through these benefits:

  • Boys & Girls Clubs memberships- Oklahoma Complete Health provides up to $150 per year for Boys & Girls Clubs membership to members ages 6-18 years old to help them develop social and leadership skills..
  • In partnership with the Oklahoma FFA Foundation, we provide FFA scholarships to high school students to support skills growth for those interested in agricultural careers.
  • We provide child and adult memberships to local YMCAs to support physical activity and healthy lifestyles.

Oklahoma Complete Health provides duffle bags for children who are changing foster homes. Bags will contain age-appropriate personal care items, clothing, and art or hobby supplies, and include culturally responsive and tribally sensitive items.

Through our ConnectionsPlus program, we provide free cell phones and data plans for those who do not have safe, reliable access to telephonic and web-based services. ConnectionsPlus allows members to have consistent access to Providers, our Care Managers, telehealth services, and 911.

For member with sensory-related needs, Oklahoma Complete Health collaborates closely with their caregivers and Providers to offer a sensory support kit that is tailored to their developmental and diagnosis needs.The kits may include sensory swings; exercise balls for bouncing or rocking; weighted vests or blankets; warm compresses; and manipulative toys like pop-its, headphones, and/or ear plugs.

Oklahoma Complete Health will provide members ages 13 years and older access to myStrength® Complete, our Digital BH App for health education and coaching. myStrength is a suite of highly interactive, individually tailored, and evidence-based online tools and coaching help users address depression, anxiety, stress, substance use, chronic pain, and sleep challenges, while also supporting the physical and spiritual aspects of whole-person health.

Members can access the App through our website 24/7.

Enrollees ages 18-25 may access two (2) additional items through myStrength Complete:

  • Virtual BH provider visits
  • Choose Tomorrow suicide prevention support

Oklahoma Complete Health offers benefits to help members improve their grades in school, obtain their diploma or GED.

  • For members ages 16 -19 without a high school diploma, we provide GED vouchers for in-person or virtual testing or GED tutoring.
  • For qualified members in grades K-12 we provide in-person or virtual tutoring to eligible youth who are at risk of failing one or more core subject areas.

We provide art, music, and equine therapy as an alternative to talk therapies to treat youth ages 8 and older with Behavioral Health conditions and those who have experienced complex trauma and unresponsible to traditional talk therapies.

  • Oklahoma Complete Health’s health, wellness, and health literacy benefits help members take charge of their health, learn about their conditions, and engage in healthy behaviors. We distribute bi-monthly issues of the Fostering Families magazine to foster homes in Oklahoma.
  • We offer a searchable Health Library includes books, health sheets, and a comprehensive drug reference guide in multiple languages. Members can learn about wellness, illness, care regimens, medications, and other health facts.

Our Healthy Kids Club mails children and youth members a new book, welcome packet, Kid Club Membership Card, and quarterly newsletters when signed up by a parent or guardian. 

We provide members in foster care and those transitioning out of foster care or OJA custody items to support their emotional and physical well-being. We offer these items:

  • We provide care grants to support positive youth development, including culturally appropriate hair care, art supplies, and other items.
  • We provide care grants for youth transitioning out of foster care or OJA custody. We will connect transition-aged youth with housing and other transition resources.
  • We will support tattoo removal for youth with tattoos affiliated with gangs or human trafficking to improve emotional well-being.

For Foster Care members who screen positive for food insecurity, we provide up to $100 per year in Food Rx vouchers for nutritional foods at local markets.

To welcome new caregivers to foster parenting, we will provide seven (7) days of welcome meals to first-time foster parents.

For members who screen positive for food insecurity using our Social Determinants Of Health mini-screen upon hospital discharge, including those with high-risk pregnancies, we will provide seven (7) days of medically tailored meals delivered to their homes.

For members who need additional nutritional counseling for a chronic condition, we expand the State’s nutritional counseling benefit by four (4) additional hours per year.

Oklahoma Complete Health provides members with enhanced dental benefits for non-covered orthodontia to support well-being.

Oklahoma Complete Health provides an OTC benefit to all members for up to $50 per household per quarter for cold, cough, allergy, vitamins, supplements, eye/ear preparations, pain relievers, gastrointestinal products, first aid care, hygiene products, insect repellant, oral hygiene products, and skin care.

Pyx is a mobile app that reduces social isolation by providing companionship and resources to adult members who would have a health condition that would benefit from daily contact with Pyx.

Members will receive phone calls from the Pyx Compassionate Call Center and have daily interaction with Pyx, a friendly 24/7 chatbot that provides an interactive and supportive experience.

Our Ready for my Recovery benefit will support members on their recovery journey by providing a $30 My Health Pays reward for every six (6) months of active participation in recovery treatment, as well as a recovery backpack that includes a water bottle, self-care kit, journal, pen, and BH information and resources.

Remote Patient Monitoring (RPM)

Our diabetes program uses cellular technology, glucose readings, and automatic supply refills to facilitate timely intervention while reducing waste and removing barriers to participation.

Members will receive a supply kit delivered to their home with an introduction to the program, a glucometer, a how-to instruction guide, and a supply of testing strips.

Members will be monitored and an outreach to the member will occur if blood glucose readings are missed or high-levels are recorded. For our members diagnosed with a high-risk pregnancy diabetes program combines telehealth with cellular technology and readings for blood pressure, glucose monitoring, and at-home fetal monitors.

Oklahoma Complete Health Care Managers will help schedule appointments if needed.

In addition to partnering with Oklahoma Tobacco Quitline and Providers to support members in their tobacco cessation journey, Oklahoma Complete Health offers My Health Pays incentives to support members quit attempts. We offer $25 for the first fill of cessation medication and $50 for the completion of a cessation program.  

Oklahoma Complete Health provides reimbursement for ceremonial or spiritual healing that may improve behavioral health and/or physical health.

American Indian/Alaska Native members are allowed up to $250 per member per calendar year.

In addition to the State’s covered vision services, Oklahoma Complete Health’s members ages 21+ can receive a routine eye exam every other year.

To fully support members, we offer enhanced transportation benefits through our transportation vendors: 

  • We provide one (1) trip per day to parents or guardians to visit a child inpatient in the hospital. 
  •  We provide five (15) roundtrips per member per year up to 50 miles from the member's home to support Social Determinants of Health needs (e.g., grocery, food pantries, farmer’s markets, WIC, childcare, job interviews, educational activities, and support groups). We allow additional minor siblings to join non-emergency medical transportation rides to EPSDT, primary care, and urgent care appointments.
